Why aren’t we setting up our own pension plans?

When it comes to the pension obligations of local, state, and federal governments, why are we even paying pensions.  Why don’t we simply tell all new hires going forward that you are responsible for your retirement?

I can only imagine the amount of deer-in-the-headlight looks if we told new employees to get their own financial advisor and set up their own savings/investment plans.

This is the direction we need to go in.  Doing it for ourselves while reducing government obligations.
